This serves as the center for the county's efforts to develop and utilize its construction industry and manufactured goods.
Role of Construction and Manufacturing Industries in Coventry
The majority of items characters in the game will be using will have to be produced by a multitude of industries that use the natural resources of the county to build structures and manufacture products. These groups will be needed to develop the cities and infrastructure of the county. Every role in the county will require tools produced by tradesmen to get started, especially those providing materials to builders and manufacturers. The goods produced and traded will start off many of the larger markets of the county, and there will be a need for arms and armor as soon as possible.
This multitude of industries will have labor demands that provide opportunities for many players and NPC's. A major need will be for builders to maintain structures all over the county. Members of the trades will play an important role in helping the Citadel's Collegium push forward the start of development by giving people the early skills they need. They will also be instrumental in working as a part of the Citadel's Lycaeum to develop technologies together that boost the county's capabilities.
Where gaining natural resources is more dependent on finding and owning the land they reside in, manufacturing is more dependent on the knowledge and skills of those that produce. Since there are so many different types of manufacturing there is need for many groups of specialists that have the knowledge and skills to create all the various materials and goods needed. Those who act as manufacturers and builders will fall into two groups: Guilds and Private Tradesmen.
In CoE guilds are expected to function as trade unions. This means tradesmen of specific industries band together and create a place to meet and manage training of their skills, contracts for their labor, availability, prices, and trade of their goods and services, development of technology and industry practices, and assisting or lobbying on behalf of their members. Guilds may choose to charge dues or have specific bylaws. Guilds are more likely to come together in larger population centers where they can recruit more members and control larger markets for their services. Guilds will be important as a source for higher volumes of goods and services in areas with high demand as well as a foundry for experts that are capable of producing specialized or high quality goods or using technologies to create new items.
In the interest of jump-starting the county's construction and manufacturing industries, the Citadel's Collegium will be looking to employ members of guilds as professors for teaching entry level skills. Depending on negotiations with guilds, they may offer higher level training, but may request payment from students for expert level teaching. Guilds that participate will have a ready source of recruits for their guilds if they find students that want to work in that industry.
Creating a center in the county seat that brings many industries together into a partnership with academia is a priority of the Count, and there are several perks that will be offered to guilds in the county and city that join into this partnership. Those who settle in other cities may need to negotiate with the local mayor or baron on some of these.

Additionally there will be key industries that will be of particular benefit to the county that it will prioritize for early investment in those interested in starting up businesses.
It's unlikely that guilds will be reaching every corner of the county. Many towns will need local craftsmen that are able to produce, build, and repair for those in the area and are able to do so quickly and at prices below what merchants and large guilds are asking for. Those who are dedicated to their trade may even become experts in their fields while others may find niches for specialty goods that only they make at high quality. These enterprising individuals will be key in developing much of the county beyond its major population centers, areas that will be vital for the development and supply of natural resources.
The Citadel will offer training to aspiring crafters who travel from other areas of the county as well as sending professors to other areas of the county to provide training in skills for key industries to promote local economic and industrial development. Local settlement leaders may be asked to provide lodging and fair recompnse to these professors for services rendered, but otherwise these services will be provided for by the county.
